Subjects of the workshop was to exchange actual e.g. information on and new developments of feed-in systems in the different countries, the new EU directive on renewable energies as well as possible models of cross border feed-in systems.

The 4th workshop of the International Feed-In Cooperation took place on October 18 & 19, 2007 

At the 4th International Workshop of the International Feed-In Cooperation, about 50 representatives from 16 Member States of the European Union, Croatia and the Commission came together in Ljubljana, Slovenia, on 18-19 October. Besides the partners in the International Feed-in Cooperation also representatives from 9 other European member state governments actively took part in the discussion of the workshop, presenting their system and participating in shaping these common final conclusions. Discussions were focussed on the status of feed-in systems in place in those countries and scope for their optimisation, developments on EU level including the future European framework on renewable energy and their integration in the internal market.

Background 

The International Feed-in Cooperation was initiated by the governments of Spain and Germany at the International Conference for Renewable Energies in Bonn in June 2004 (renewables2004) in order to promote the exchange of experiences so as to improve the feed-in system design in each country. Thereafter, a joint declaration between both governments was signed on October 6, 2005 in Madrid. Slovenia joined the cooperation on January 29, 2007. Since feed-in systems have proven to be the most effective and efficient option to promote renewable energies, the International Feed-in Cooperation aims at demonstrating the advantages of a feed-in system. In this context, the member countries intend to stimulate the enhancement of feed-in tariffs worldwide by including other countries into their information exchange process. For instance, existing knowledge and experiences gained in the three countries can serve as valuable information for other countries planning the introduction or further development of feed-in tariffs. The knowledge exchange is realised by various international workshops and it is supported by the information available on this website. Furthermore design criteria for succesful policy implementation are specified and best practice examples throughout Europe are identified.  

Activities

Within the International Feed-in Cooperation, three workshops have already been carried out in order to initiate an effective process of experience exchange. Besides, various scientific reports were prepared in the context of the International Feed-in Cooperation. It includes a comparative analysisi of the Spanish and the German Feed-in system as well as the presentation of a best practice design criteria for Feed-in systems.

Outlook 

Positive experiences made up to now with the International Feed-in Cooperation and probable future efficiency gains due to an optimisation and coordination of support schemes encourage the continuation and intensification of the International Feed-in Cooperation. Spain, Germany and Slovenia will put further efforts into strengthening the dialogue between other countries and invite all interested countries to join the International Feed-in Cooperation.

Accession of Slovenia

Slovenia joined the International Feed-in Cooperation on January 29, 2007. The new declaration was signed at the European Renewable Energy Policy Conference in Brussels.
